How to get free help to do your taxes

The Free Tax Prep program provided in Memphis by United Way of the Mid-South and Impact America offers free tax help to qualified people.

MEMPHIS, Tennessee — The deadline to file your federal tax returns has been pushed back from April 15, 2021 to May 17, 2021.

According to the Associated Press, “The IRS will delay the traditional April 15 tax filing due date until May 17 to cope with added duties and provide Americans more flexibility. The IRS announced the decision Wednesday and said it would provide further guidance in coming days. The move provides more breathing room for taxpayers and the IRS alike to cope with changes brought on by the pandemic. The decision postpones when individual taxpayers must file their return and when their payment is due. The IRS said taxpayers who owe money would not face any further penalties or interest if they pay by May 17.”

While you have more time to complete your tax returns, some people would welcome the opportunity to receive help doing so. To that end, the City of Memphis is offering help.

How can I get help filing my 2020 taxes?

AARP Foundation’s Tax-Aide program provides IRS-certified volunteers who provide FREE basic income tax return preparation with electronic filing to qualified individuals. The service is available to taxpayers with low and moderate income, with special attention to those age 60 and older.  This year, the AARP sites require taxpayers to make an appointment at their website http://aarp.org/money/taxes/aarp_taxaide to drop off tax documents, first come/first served, without regard to age.  Tax filers are advised to register early as possible for these sites as there is a limit to how many people can be seen at each site.

The Free Tax Prep (FTP)* program provided in our area by United Way of the Mid-South and Impact America offers FREE tax help to people of low and moderate income (household income $57,000 a year or less), people with disabilities, the elderly and people with limited English proficiency who need assistance preparing their own tax returns. IRS-certified volunteers provide free basic income tax return preparation with electronic filing to qualified individuals.  Some FTP sites are walk-in to drop off tax documents; documents will be scanned and persons will be given a later date to come and sign and pick up their completed tax return; other sites require that you call to make an appointment to bring in your tax documents to be scanned and to sign and pick up your completed tax returns at a later time.  Tax filers are advised to come early to the walk-in and drop off sites as there is a limit to how many people can be seen at each site each day.  *This program was formerly known as the VITA program.

Where can I get the paper tax forms?

The IRS is moving toward e-filing, and is moving away from the use of paper forms. In early 2021, the IRS will make forms for the 2020 tax year available on its website at https://www.irs.gov/Forms-&-Pubs . Note that there are also accessible tax forms and publications that can be downloaded or viewed online in text-only, Braille ready files, browser-friendly HTML, accessible PDF, and large print. Also, IRS eBooks for mobile devices are provided in the ePub format at that same site.

Following the most expansive tax law changes in 30 years, the IRS created a shorter, simpler Form 1040 for the 2019 tax season. The new Form 1040 replaced the current Form 1040 as well as the Form 1040A and the Form 1040EZ. This same form with 3 schedules will be used in 2021, plus a new large print version of the 1040 form for Seniors (FORM 1040-SR).

The new Form 1040 uses a “building block” approach, in which the tax return is reduced to a simple form. That form can be supplemented with additional schedules if needed. Taxpayers with straightforward tax situations would only need to file this new 1040 with no additional schedules.

A limited number of a very few tax forms — 1040, schedules for the new 1040 form, 1040-SR form and the instructions for those forms (as well as one copy of Form 1132 – Reproducible Copies of federal Tax Forms and Instructions to be checked out on the 3rd Floor) – will be made available from the IRS for distribution through public libraries in early 2021 AS SOON AS THEY ARE SENT BY THE IRS.  Customers may also be able to make copies of other needed paper tax forms through asking for assistance at the public service desk. Librarians will let you know if a reference copy of the form you need is available for copying, or if you will need to print it from the IRS website.  Copies of the most popular forms will be available for copying at the Central Library (Business/Sciences desk on third floor).  Copies may also be available at library branches; call the branch ahead of time to confirm availability.

Tax preparers at the AARP and FTP sites will provide tax filers a copy of their tax return once it is completed and submitted.  If you need a replacement copy, you will need to go back to the site where your 2019 taxes were filed.  AARP sites can also provide tax filers a copy of their 2018 returns IF the return was filed at that particular site.

Tax filers can also order copies of tax returns and transcripts of tax returns from the IRS.   For information on ordering copies of tax returns from the IRS, see https://www.irs.gov/uac/about-form-4506    Note that there is a $50 charge for each return and the IRS says they can take up to 75 days to process such requests.

The IRS can also provide a Tax Return Transcript for many returns free of charge.  The transcript provides most of the line entries from the original tax return and usually contains the information that a third party (such as a mortgage company) requires.  See Form 4506-T, Request for Transcript of Tax Return, on the IRS website, or you can request transcripts by phone (1-800-908-9946) or mail.   For more information, see  https://www.irs.gov/individuals/tax-return-transcript-types-and-ways-to-order-them .

How can I contact the IRS?

For general tax information, call 1-800-829-1040.  For information about the status of your tax refund, go to https://www.irs.gov/Refunds .  You will need to provide your social security number, filing status and amount of refund.

The IRS Where’s My Refund? link at  https://www.irs.gov/refunds and the IRS2Go app will be updated with projected deposit dates for early EITC and ACTC refund filers, (this year EITC refunds will not be available until late February 2020); usually toward the end of February.  Taxpayers will not see a refund date on Where’s My Refund? or through their filing software until then.

IF you are not waiting for EITC or ACTC refunds and it has been more than 21 days since you filed your taxes electronically (or someone else did so electronically for you), OR it has been more than 6 weeks since you mailed your paper return, you can call 1-800-829-0922 to check on the status of your refund.
