Two Memphis women charged with TennCare fraud, TBI claims more than $10,000 stolen

The Tennessee Bureau of Investigation said a more than year-long investigation led to the arrest of two licensed counselors for stealing TennCare funds.
A judge ruled thousands of Tennesseans receiving healthcare coverage through TennCare were illegally denied coverage.

MEMPHIS, Tenn. — Two Memphis women face felony charges after the Tennessee Bureau of Investigation (TBI) said after a year-long investigation they stole more than $10,000 in TennCare funds while working as licensed professional counselors.

According to a TBI release, the investigation started in Aug. 2023 following a fraud referral from the TennCare Office of Program Integrity. The referral showed that a licensed professional counselor was involved in a fraud scheme with another person.

Investigators found that Sherron Webb, 63, had been rendering psychotherapy services to TennCare patients despite not having the necessary credentials. Edna Robinson, 76, a licensed professional counselor, was supposed to supervise Webb. However, Robinson's license did not authorize her to employ an unlicensed individual like Webb to provide services. Although Robinson was listed as the rendering provider for claims billed to TennCare, it was Webb who delivered the psychotherapy services.

In August 2024, a Shelby County Grand Jury indicted both women on one count of TennCare Fraud and one count of Conspiracy-Theft of Property between $10,000 and $60,000. 

Webb was arrested by the Memphis Police Department (MPD) on Aug. 23, 2024, while Robinson was taken into custody on Oct. 8, 2024.

Both women are currently held at the Shelby County Jail with a bond set at $20,000.

It is important to note that the charges and allegations mentioned in this release are accusations of criminal conduct and not evidence. The defendants are presumed innocent until proven guilty in a court of law.
