They didn’t use excessive force, but the death of an accused animal hoarder could have been prevented. That ruling Tuesday comes from a federal appeals court in a lawsuit against a Memphis police officer and the city.
Donald Moore was shot and killed in 2013 when the MPD TACT force busted into his home, after he refused to open the door to officers investigating claims of animal cruelty.
In the ruling for the police, the judges stated it was “appalling” police decided to use the TACT unit to assist in a misdemeanor animal cruelty case involving a mentally ill man.
They said that if cooler heads had prevailed, Moore might still be alive.
