MEMPHIS, Tenn. — The City of Memphis announced Tuesday that Mike Fletcher, the Deputy Chief Legal Officer for the city, is retiring at the end of the year, and Ordell Horton Jr. will take his place.
Fletcher will step down effective Dec. 31, 2024, according to a new release from Memphis officials.
“Mike has been an exemplary leader and a true champion for our city, and we have been fortunate to have the benefit of his expertise and institutional knowledge for several decades,” said Tannera Gibson, Chief Legal Officer for the City of Memphis. “We appreciate Mike’s dedication to the community and willingness to continue to serve the City in a consultative manner as he enters retirement.”
Horton will take office once Fletcher leaves. He most recently served as General Counsel for Memphis-Shelby County Schools (MSCS), advising the Board of Commissioners and superintendent. He has also previously served as Vice President and General Counsel for Memphis Light, Gas and Water, and Vice Chancellor for University Relations at the University of Tennessee Health Science Center.
“Mr. Horton’s robust legal background and dedication to public service make him an exceptional addition to our team,” said Gibson. “We are very lucky to have him, and we are confident that his leadership will enhance our efforts to protect the interests of the city and its constituents.”
