Shelby County D.A. releases video in 3 cases where officers/deputies killed suspects, says no criminal charges

D.A. Steve Mulroy announced no criminal charges would be filed against the officers or deputies in those cases.

MEMPHIS, Tenn. — The Shelby County District Attorney’s Office released redacted videos Tuesday in three cases where Memphis Police officers or Shelby County deputies shot and killed suspects. D.A. Steve Mulroy also announced that no criminal charges would be filed against the officers or deputies in those cases.

Corey Brewer, 45, was shot and killed by MPD officers after a chase on June 3, 2022. The Tennessee Bureau of Investigation said Brewer was wanted in a deadly shooting that same morning outside an Amazon warehouse in Horn Lake, Mississippi, that killed Ebony Crockett, 44.

Latoris Taylor, 40, was shot and killed Dec. 9, 2022, after the TBI said MPD officers spotted a car taken in a carjacking. MPD said three suspects took off running, and one of them, identified as Taylor, fired shots at the officer, who returned fire, hitting and killing Taylor.

On March 18, 2023, Melissa Horton, 44, was shot and killed by a Shelby County deputy in Bartlett after an incident that day in Fayette County, where the D.A. said she had been accused of trying to shoot her fiancé.

The D.A.’s office released four redacted videos in the Brewer shooting, from both body cameras and in-car dash cameras. A warning that the videos are graphic and disturbing.

On June 3, 2022, Horn Lake Police said Brewer was identified as the man who shot and killed 44-year-old Ebony Crockett outside the Amazon warehouse on Commerce Parkway that morning. She died at the scene. Horn Lake investigators said Brewer and Crockett knew each other.

Horn Lake PD said a murder warrant was issued for Brewer and a ‘Be on the Lookout’ (BOLO) was sent to area law enforcement. Shortly after the BOLO about 3:20 p.m., the TBI said Memphis Police spotted Brewer’s car and tried to conduct a traffic stop at I-40 and Whitten Rd. Video shows MPD cars surrounding Brewer’s vehicle, then shots and heard. The TBI said Brewer fired first and four MPD officers returned fire, killing him. No officers were injured.

Attorney Ben Crump is representing Crockett’s family, and said she had a restraining order against Brewer which had been served the day before the shooting. Crump said Brewer had been stalking Crockett at home and at work and was waiting for Crockett to leave work before shooting her as she went to her car.

The D.A.’s office said the MPD officers involved would not face criminal charges in the case.

Latoris Taylor

The D.A.’s office released two redacted videos in the Taylor shooting, one from a security camera across the street, and the other from the body camera of the officer involved. A warning that the videos are graphic and disturbing.

The TBI said the shooting happened Dec. 9, 2022, in the 4900 block of Cimmaron Drive, near W. Shelby Dr. in southwest Memphis.

A man told police he was robbed while in the drive-thru for an ATM on Winchester that morning, according to an affidavit in the case. He told police he wasn’t able to withdraw funds, and four suspects stole his wallet and gun.

Memphis Police said about 12:15 p.m. that day, officers were in the area of Star Line Dr. and Cimmaron investigating a separate carjacking that happened the day before. The TBI said the officers found the carjacked vehicle, and when a second vehicle approached it, officers tried to make contact with the three men inside that approaching vehicle.

MPD investigators said the three men took off running, and one of them, identified as Taylor by the TBI, fired at one of the officers as he was running. The TBI said the officer returned fire, hitting Taylor, who was taken to Regional One Hospital where he later died.

Memphis Police said no officers were struck. Two teenagers involved were arrested and charged, according to MPD. The stolen Ruger Revolver from the ATM robbery was found on one of the teens, according to the affidavit.

The D.A. said the MPD officer would not face criminal charges in the shooting.

The D.A.’s office released three redacted videos in the Horton shooting, two from body cameras and a third from an in-car dash camera. A warning that the videos are graphic and disturbing.

According to the D.A.’s Office, Horton, from Brownsville, Tennessee, was wanted by the Fayette County Sheriff’s Office for trying to shoot her fiancé. According to the TBI, the Fayette County incident happened early on the day of March 18, 2023.

The TBI said Shelby County deputies spotted the vehicle involved about 2:40 p.m., at Ellis Rd. and Golden Valley Ln., across the street from Galilee Memorial Gardens in Bartlett.

The D.A.’s office said the two deputies pulled Horton over and demanded she get out of the car, and that’s when Horton, while inside the car, grabbed a shotgun and pointed it at one deputy, who fired through the vehicle’s window. Horton died from her injuries.

The D.A.’s office said the Shelby County deputies would not be criminally charged for the shooting.
